1. Purpose

The purpose of this document is to provide the official documentary entry point for the complete QEN Sovereign documentary baseline.

It serves as the authoritative navigation index of the repository documentation, allowing architects, auditors, reviewers, maintainers, researchers and governance stakeholders to identify, locate and navigate every approved documentary asset through a single, repository-driven reference.

This document neither introduces nor modifies architectural knowledge.

Its sole objective is to organize, classify and reference the documentation already approved within the QEN Sovereign programme.

2. Scope

This Documentation Index covers the complete approved documentary baseline maintained within the QEN Sovereign repository.

The scope includes the navigation of:

  • Registry documentation
  • Architecture documentation
  • Governance documentation
  • Documentation governance
  • Architectural Decisions
  • Architecture Fragments
  • Repository documentation
  • Runtime documentation
  • Compliance documentation
  • Commercial Evolution documentation
  • Validation documentation
  • Institutional Website documentation
  • Legal documentation

The scope explicitly excludes:

  • software implementation
  • infrastructure
  • APIs
  • deployment procedures
  • runtime configuration
  • source code
  • implementation details
  • architectural modifications
  • governance modifications

3. Documentation Index Vision

The Documentation Index establishes the official documentary homepage of the QEN Sovereign repository.

Its objective is to ensure that every approved documentary asset can be identified through a consistent documentary structure independently of implementation technologies.

The index supports:

  • documentation discoverability
  • repository navigation
  • governance traceability
  • documentary consistency
  • audit readiness
  • maintenance activities
  • repository evolution

without introducing additional architectural or governance concepts.

4. Documentation Navigation Principles

The navigation of the documentary baseline follows the principles already established by the approved repository documentation.

Documentation First

Documentation represents the authoritative description of the approved baseline.

Repository First

Navigation follows repository organization.

Governance First

Relationships are expressed according to governance dependencies rather than implementation dependencies.

Traceability

Every approved document is uniquely identifiable.

Consistency

Each document appears once within the documentary baseline and is referenced consistently throughout the repository.

Technology Independence

Navigation is completely independent from implementation technologies.

23. Documentary Navigation Guidelines

The QEN Sovereign documentary baseline shall be navigated according to the principles established by this Documentation Index and the approved documentary governance.

The following guidelines ensure consistent repository navigation.

Guideline 1 — Start from the Documentation Index

Every documentary exploration should begin with this document.

The Documentation Index represents the official documentary entry point of the QEN Sovereign repository.

Guideline 2 — Follow the Reading Order

Documents should be consulted according to the recommended reading sequence defined in Section 9.

This guarantees progressive understanding of the documentary baseline.

Guideline 3 — Navigate by Documentary Domain

Repository exploration should follow documentary domains rather than implementation components.

Documentary domains provide stable organizational boundaries.

Guideline 4 — Use Documentary Classification

Every document should be identified through its documentary classification.

The approved classifications are:

  • Approved
  • Certified
  • Implemented
  • Validation
  • Planned

No additional documentary classifications are used by the QEN Sovereign documentary baseline.

Guideline 5 — Preserve Cross References

Cross references between approved documents shall remain consistent with the approved repository baseline.

Document references shall not introduce undocumented relationships.

Guideline 6 — Maintain Repository Consistency

Whenever an approved documentary asset is added to the repository, this Documentation Index shall be updated accordingly.

The Documentation Index therefore remains the authoritative navigation reference for the documentary baseline.
