What is QEN?
QEN is the governance framework developed by Cognitive Logic to organise sources, evidence, scoring and decision traceability in contexts where AI-supported outcomes must remain understandable, reviewable and subject to human authority.
In Italian, QEN stands for Quantificazione Etica Naturale. The original matrix measures social, environmental and territorial value. Its enterprise evolution applies the same evidence-based discipline to AI Governance and Knowledge Governance without turning a contextual score into a moral judgement about people.

Purpose
A framework for governable decisions
QEN connects documented sources, explicit criteria, attributable evidence and human responsibility. Its purpose is not to make an AI system appear certain. Its purpose is to make the path from information to decision reconstructable.

Relationship
QEN Framework and QEN Sovereign
They are related, but they are not interchangeable names.
QEN Framework
QEN Framework is the methodological foundation. It defines the method used to organise criteria, evidence, contextual assessment and decision traceability.
QEN Sovereign
QEN Sovereign is the governance infrastructure that operationalises governed knowledge, evidence, traceability, risk classification and human authority in enterprise and institutional contexts.
QEN Framework defines the method. QEN Sovereign provides the governed environment in which the method can be documented, applied, validated and audited.
Limits
What QEN does not claim
- A QEN score is contextual, not an absolute truth.
- QEN does not assign moral worth to individuals.
- QEN does not replace legal, compliance, professional or executive judgement.
- QEN does not remove the need to verify sources, assumptions and limits.
- QEN does not make governance dependent on a single AI provider.
Evidence
Evidence before claims
QEN follows a documentation-first and evidence-first approach. Architecture, governance decisions, validation activities and operational records are published as distinct artefacts so that claims can be examined rather than merely asserted.
Origin and authorship
Who developed QEN?
QEN Framework was developed by Roberto Malini, founder of Cognitive Logic, from more than thirty-five years of operational experience in HoReCa and subsequent work in AI Data Architecture, Knowledge Architecture, AI Governance and Knowledge Governance.
